This is Shawn, he's the coach for Alfred University now but last year he was a senior there and asked for a little help as they didn't have a coach (nor would hire me...slightly bitter about that as we practice in the same place). I helped him out by over-explaining his entire throw. ENJOY!
This is pretty uncommon. He's a short stocky guy and you can actually see that he almost rests his chest on his knee. If you remember from a while back I said a flat right foot means "brakes" and while he might be low it could also just be that he's flat footed and doesn't use his hip to throw, which could be why he's not using his hip to throw.
In the previous frame he was flat on his right foot, his first moves are whip the left arm and get onto his toe. If he was already up on his toe he could be focusing on turning his knee inward.

Right leg was delayed and behind the entire time, can't expect it to catch up here.
The left leg block is where the lift from the throw comes from. He's in a good spot to lift off it but he leaves it bent so he won't get full height on his throw, being short it will hurt him more than most.
I shouldn't have said most people don't use their left arm, most people doing use their left arms correctly. Most throw it hard (like he started to do) and then keep throwing it hard so it pulls them away from the throw. He has a fairly decent left arm block, one might say even good, ok I say good.
He finished his indoor season at 50-52
